People in a country, let us assume Poland, find out that in the neighbouring country, for example Russia, a plague is spreading very quickly. What steps should the Polish government take in such situation? The government may put an embargo on the supply of food from the country where the plague is spreading. The government may even take a step further and it may forbid all sorts of trade with Russia. As an epidemic makes people panic, probably many people from Russia would try to escape from the country. So the Polish government may put soldiers on the borders in order to prevent Russians from entering Poland. What seems to be the most important thing in such situation is the order given by the Polish government that every citizen must be immunized against the disease.
