If, say, doctors claim higher wages and succeed in it, immediately teachers, miners, drivers and God knows who else, will demand the same. It would disorganize the state, so the government is not very likely to meet those demands. This shows incapability of steering the gevernment by labour unions. But do they not have any device to do it?
